PRINCIPAL CONSULTANT

DENNIS RICHARDS

Dennis Richards (DR) is the Principal Consultant, and has over 45 years experience with regards to management of structures, with specific expertise in corrosion management. Dennis was employed by the Department of Planning Transport and Infrastructure (DPTI) at the Materials and Research Laboratories at Walkley Heights, for 36 years, and held the role of Manager - Coatings and Corrosion. As part of the structures Group, he had day-to-day involvement with all state managed road, rail and marine structures.

 

After serving on the Board of the Australian Paint Approval Scheme (APAS) for many years, DR was elected Chairman of the Board in 2007. He was a foundation member of the technical committee supporting the Painting Contractors Certification Program (PCCP), and a long term assessor and member of the Chemical Testing Technical Group for the National Association of Testing Authorities (NATA). He is an honorary member of the Australasian Corrosion Association (ACA) and a past president, and current Secretary, of the SA branch of the ACA.

 

DR left Government service in 2008, and started a private consultancy, servicing state and local government agencies and private enterprise organisations. DR's recent experience is primarily in the management of power infrastructure, with a portfolio of work covering all mainland states. He has developed and implemented cost effective procedures for the inspection and condition assessment of power infrastructure which have been adopted by major inventory managers across Australia.

 

The organisation also has a number of supplementary personnel with specialist capabilities, primarily in the area of structure inspection and condition assessment. We hold a CASA licence for aerial inspection work using a specilaised UAV (drone). NACE Level II and ACA accredited coating inspectors are also available for overseeing heavy duty coating work.

PRIMARY CONSULTANCY AREAS

PAVEMENT MARKING

 

Dennis was responsible for all technical aspects of pavement marking operations for DPTI for over 36 years, and has extensive experience in the development, testing, certification and use of the whole range of pavement markings. Dennis was chairman of Standards Australia Committee CH-003-05, which developed all Standards covering pavement markings.

 

Dennis has extensive experience in the inspection and testing of in-situ pavement markings, and the specification of both conventional and performance-based marking systems.

 

Dennis developed and implemented the requirements for PCCP classes associated with pavement markings, and has developed PCCP systems for a number of pavement marking contractors.

HAZARDOUS PAINT MANAGEMENT

The 2017 revision to AS/NZS 4361.1, Guide to hazardous paint management, incorporated a significant change in focus from lead, to "lead and other metallic pigments". The revision now specifically addresses compounds containing chromium, cadmium and arsenic. There is also a requirement for a Hazardous Paint Compliance Plan, which incorporates a Hazardous Worker Compliance Plan.

 

As lead writer for Standards Australia committee CH-003-11, Dennis was the author and a key contributor to the 2017 revision of AS/NZS 4361, and has specific expertise relating to compliance with the Standard, and the Work Health and Safety Act and Regulations.

ASBESTOS MANAGEMENT

 

Dennis 's first job involved the laboratory testing of asbestos fibre, and asbestos-cement building products, as a laboratory technician with James Hardies, and has considerable knowledge in regards to the manufacture and handling of asbestos containing materials. Dennis is a qualified asbestos removal supervisor, and also has extensive experience in the management of asbestos in paint.

ASSET MANAGEMENT

Effective management of structural assets requires a comprehensive inventory, which identifies where each structure is in its lifecycle, and robust deterioration models to ensure accurate prediction of the ultimate life of each structure, with or without maintenance. Dennis Richards has extensive experience in the development and enhancement of Asset Management Plans, with a focus on the use of hard data inputs to assist in sound decision making.

CORROSION MANAGEMENT

 

Dennis is an ACA qualified Corrosion Technologist, with over 40 years experience in the management of corrosion, particularly in the area of structures. As Manager Coatings and Corrosion with DPTI, Dennis carried responsibility for the maintenance of all road, rail and other transport related structures across the state.

 

Dennis has over 10 years of experience in the power industry, primarily in relation to the inspection, condition assessment and corrosion management of transmission and distribution towers and associated infrastructure.

 

He has extensive experience in the development and implementation of inspection and test regimes for towers, with an emphasis on the "invisible" below ground structure components. He has considerable expertise in the design and implementation of corrosion mapping for the long term management of corrosion to structures.

LEAD PAINT MANAGEMENT

 

DR is a qualified Independent Lead Specialist, as defined in AS/NZS 4361 Guide to Hazardous Paint Management. He has over 30 years experience in the management of lead and other hazardous paints in industrial, residential, public and commercial buildings and structures, and has been directly involved in lead paint removal for over 200 industrial structures.

 

DR is an accredited trainer in lead paint management, under the Australian Government Painting Contractors Certification Program (PCCP), and has delivered training to several hundred workers and Responsible Persons.

 

Dennis is lead writer with Standards Australia committee CH-003-11 and was a key contributor to the 2017 revision of AS/NZS 4361 Management of hazardous paints.

 

Dennis is a qualified coating technologist with over 40 years experience in the residential, public, commercial and industrial coatings industry.
